The Next Step database needs to be upgraded

- Improve the Administration functions

- Consolidate all of the duplicate records

- Better regulate the self-service data entry process

> Leads go into a holding database (NS interest, contact forms, etc)

> Only new accounts go into the NS database

> Need better duplicate checker and alert system to reconcile duplicates quickly
